I must say, when I first came to Japan (in vaguely pre-Internet days) I was somewhat bemused by some of the vocabulary favoured by the JT, along the lines of "Temblor rocks confab where Sumitomo and Chuo mull plans to wed". I assumed it was 'mercan speak but sometimes I'm not so sure.
"To mull" seems to have made its way into the Britishpere over the last few years as a narrow internet column-friendlier version of "to consider", I even spied it on the BBC website recently.
