Ohh, don't mean to break radio silence, but just read
this rant here about the Japanese penchant for "case-by-case" rulings and why in this country, if you want to do anything vaguely fun, you are best off doing it first, and asking permission later.

I think `case by case` is an excuse for too lazy to do anything. It lets them get away with way too much. I hate depending on others emotions.
